Streszczenie referatu

Przedmiotem referatu jest analiza i ocena stanu funkcjonalnego i technicznego obiektów ochrony przed powodzią w dorzeczu górnej Wisły z uwagi na przyczyny, rodzaj i zasięg awaryjności tych obiektów, a w rezultacie całego systemu. Podstawą przedstawionych analiz i ocen są wykonane w ostatnich latach badania i prace techniczne w tym zakresie, ukierunkowane na formułowanie programu inwestycyjnego dla poprawy poziomu i zasięgu ochrony przed powodzią. W drugiej części referatu dokonano interpretacji tych analiz i ocen pod kątem potrzeb i efektywności procesu wdrażania Dyrektywy 2007/60/WE Parlamentu Europejskiego i Rady z dnia 23 października 2007 r. w sprawie oceny ryzyka powodziowego i zarządzania nim (Dyrektywa Powodziowa).

The paper is an analysis and assessment of the functional and technical flood protection facilities in the upper Vistula basin due to the causes, nature and extent of failure of these objects, and consequently the whole sysem. Provided the basis for the analysis and evaluations are recently made research and technical work in this field, aimed at formulating an investment program for improving the level and extent of flood protection. In the second part of the paper made the interpretation of these reviews and assessments to meet the needs and effectiveness of the implementation of Directive 2007/60/EC of the European Parliament and the Council of 23 October 2007 on risk assessment and management (Flood Directive).
